Rulemapping Group has successfully secured €12 million in a funding round supported by the German Federal Agency for Disruptive Innovation (SPRIND), Hidden Peak Capital, and well-known business angels. The capital will be used to expand the company’s AI development and grow its teams in business development, AI engineering, and legal engineering.

Rulemapping’s technology turns complex legal and regulatory texts into machine-readable formats, making it possible to automate entire administrative procedures transparently and end-to-end. Some processes that currently take months or even years could be reduced to just a few weeks.
“Our solution combines artificial intelligence with a rule-based framework to deliver legally sound, transparent decision support – without the risk of hallucinations,” explains CEO Till Behnke. Having previously co-founded betterplace.org and nebenan.de, Behnke brings a strong track record of building purpose-driven digital platforms.
The company’s long-term vision includes establishing an open-source Rulemapping standard to accelerate public administration and regulatory application across Europe.
