The Thuringian Ministry for Digital Affairs and Infrastructure (TMDI) has selected the Rulemapping Group as technology partner for a pioneering AI pilot project to accelerate building permit procedures.Together with the local building authorities in Greiz and Saalfeld-Rudolstadt, the project aims to modernize administrative processes and establish the controlled use of artificial intelligence in public administration.
Rule AI enables automated, transparent decisions
The Rulemapping Group provides a rule-based AI system that transforms natural-language laws into machine-readable decision logic. This allows building applications to be checked automatically for formal and material requirements, planning regulations, and compliance deadlines — while integrating experts and authorities digitally into the process. The hybrid architecture, called Rule AI, combines deterministic legal logic with AI-driven analysis. It ensures legally compliant, transparent procedures and enables automated decisions with built-in human oversight.

Unlike conventional language models, Rule AI is based on a patent-pending technology that guarantees legal traceability and prevents hallucinations.
Scientific validation and nationwide impact
The project is accompanied by researchers from the Technical University of Munich and Hochschule Schmalkalden, who assess whether automated processes fully meet legal requirements. It sets a new benchmark for digital transformation in public administration — making procedures faster, more transparent, and more trustworthy. With its innovative approach, the Thuringia project complements Germany’s federal “Einer-für-Alle” digital building permit initiative and demonstrates how Rulemapping’s Law-as-Code technology can scale across states and systems.
