First certified DSA dispute settlement body: User Rights sets a new standard.

TikTok implements User Rights decisions

TikTok has become the first platform to implement decisions made by User Rights under the European Digital Services Act (DSA). This marks an important step toward establishing transparent, independent dispute settlement bodies for social media platforms. User Rights is the first certified German dispute settlement body under Article 21 of the DSA. Several hundred proceedings have already been successfully submitted and resolved.

Technological support by Rule AI

User Rights is supported by the Rulemapping Group as its technology provider. The Rule AI technology enables scalable, transparent, and automated decision support. To achieve this, the Rulemapping Group has translated the entire DSA regulatory framework into the Rulemapping Standard and integrated relevant provisions — including criminal law and platform terms of service.

Rule AI: Combining legal compliance and LLM flexibility

Rule AI is transforming the way disputes are resolved:

  • Automated decision preparation: Complex decisions are structured in advance and validated through a human-in-the-loop process.
  • Combination of Rulemaps and LLMs: Deterministic rules merge with probabilistic Large Language Models to process unstructured data precisely.
  • Transparency and accountability: Every decision is documented through metadata, creating logical, auditable, and verifiable outcomes.

Thanks to its no-code integration, Rule AI enables easy implementation and full transparency by logging every interaction.
